Eigentlich sollte dieses Projekt bei den Olympischen Spielen 1984 in Los Angeles aufgeführt werden. Dazu kam es aber nie. Geplant war ein multinationales Epos, das aus einzelnen Abschnitten besteht, die in verschiedenen Ländern produziert wurden. Ursprünglich waren dafür die Länder Japan, Frankreich, die Niederlande, Deutschland, Italien und die Vereinigten Staaten geplant. Tatsächlich gab es aber nur in vier Ländern (Deutschland, Niederlande, Italien und USA) die geplanten Uraufführungen. Der Grund für das Scheitern von Wilsons Vorhaben war der Rückzug des Olympischen Komitees, die ihm die Finanzierung des Projektes erst zugesichert haben, sie ihm aber dann doch verweigerten. Obwohl Wilson es nicht geschafft hat alle Teilabschnitte zur Aufführung zu bringen, erhielt er weltweit sehr viel Anerkennung für dieses Projekt. 1984 wurde „The CIVIL warS“ vom Pulitzerpreis – Komitee als bestes Drama vorgeschlagen.
