Studienarbeit aus dem Jahr 2004 im Fachbereich Soziologie - Wohnen, Stadtsoziologie, Note: 1,0, Johannes Gutenberg-Universität Mainz (Institut für Soziologie), Veranstaltung: Armut in Deutschland, 16 Quellen im Literaturverzeichnis, Sprache: Deutsch, Abstract: In dieser Arbeit wird untersucht, wie sich die Verteilung der armen Bevölkerungsgruppen in den Städten als Ballungsgebieten verhält und wodurch sie gesteuert wird. Zur genaueren Untersuchung wurde hierbei die Stadt Berlin gewählt, zum einen wegen ihrer großen Bevölkerungszahl und zum anderen wegen ihrer besonderen Vergangenheit in Bezug auf räumliche Ausgrenzungsprozesse. Im Hinblick auf die Steuerung von Bevölkerungsverteilung werden die Entscheidungsprozesse der Stadtplanung, die Bautätigkeiten und die jeweiligen mehr oder weniger sozialpolitischen Hintergründe untersucht. Denn wie schon Hoffmeyer-Zlotnik bemerkte, bewirkt „jeder (…) Eingriff in die bauliche Struktur einer Stadt, und sei er noch so behutsam durchgeführt, (…) einen verändernden Eingriff in den Lebensraum der am Ort des baulichen Eingriffes lebenden Bewohner dieser Stadt“ . Zunächst wird daher ein Überblick über die Entwicklung Berlins gegeben, mit einer Fokussierung auf die kritische Phase, hinsichtlich der Stadt-, Bevölkerungs- und Armutsentwicklung, während der Industrialisierung. Hierbei wird das damalige Verständnis von Armut, deren Vorkommen und der Umgang mit den armen Bevölkerungsgruppen, speziell ihrer räumlichen Verteilung in der Stadt, näher beleuchtet.
Einen Untersuchungsschwerpunkt stellt in diesem Zusammenhang der so genannte Hobrechtplan dar, anhand dessen und seiner Folgen die Entwicklung von sozial-räumlicher Verteilung dargestellt werden soll. Diese Entwicklungen sind dann in Verbindung zu setzen und zu vergleichen mit den heutigen Eingriffen in die Stadt- und Bevölkerungsstruktur. Wobei ein spezielles Augenmerk auf die in Berlin notwendigen Gebäudesanierungen und deren Folgen für ärmere Bevölkerungsgruppen gelegt werden soll.
