Ungefähr 12% (9960800) aller in Deutschland lebenden Menschen sind Kinder, Jugendliche
oder junge Erwachsene, die eine allgemeinbildende Schule besuchen. Unter ihnen sind 10%
(950500) Migranten (wobei man allerdings immer beachten muss, dass es sich dabei um eine
gesamtdeutsche Statistik handelt, die besonders markante Fälle egalisiert und so die Situation,
wo vielleicht 50% oder mehr der Schüler allophone Schüler sind, völlig im Verborgenen
lässt). Jugendliche Migranten unterliegen genauso wie deutsche Schüler der Schulpflicht
(Entschluss der Kultusministerkonferenz von 1952 - Einzig Asylbewerber unterliegen nicht
der Schulpflicht, wenn sie voraussichtlich nur einen kurzen Aufenthalt in Deutschland haben
werden, sie haben zwar ein Recht auf Schule, jedoch keinen Anspruch auf außerschulische
Förderung wie z.B. gesonderte Nachhilfestunden).
Schüler, die einen ausländischen Pass haben (dies ist das nivellierende Kriterium für
„ausländisch“ in Statistiken und auch in vielerlei Empfehlungen), sind in allen Schularten der
Bundesrepublik vertreten und haben unterschiedlichste Migrationsmotive, Nationalitäten,
Muttersprachen, sind in unterschiedlichsten Kulturen aufgewachsen, haben in ihrem Leben
unterschiedlichste Erfahrungen gesammelt (nicht selten sogar sehr einschneidende Erlebnisse
erlebt, sei es nun „nur“ ein Umzug von weit her oder gar eine Flucht gewesen, haben mitunter
Hass und Angst erfahren müssen) und wie auch die Kinder deutscher Herkunft haben Sie
völlig unterschiedliche soziokulturelle Familienhintergründe und so ihr ganz besonderes
individuelles Selbstverständnis.
