Die Relevanz dieser Thematik ist grösser, als man üblicherweise annimmt. Die Vereinten Nationen haben sich diesem Problem – und zahlreichen anderen entwicklungspolitischen Themen – mit den MDGs angenommen. Unter dem Ziel der „nachhaltigen Entwicklung“ wird unter anderem das Thema Wasser aufgegriffen. Bis 2015 soll der Anteil der Weltbevölkerung, der keinen sicheren Zugang zu sauberem Trinkwasser hat, halbiert werden. Wie sieht die Situation im Nahen Osten bezüglich dieser Zielsetzung aus?
In einer ersten theoretischen Betrachtung wird klar, dass es sich bei den MDGs um „soft law“ handelt. Ferner werden Überlegungen zur Implementierung im Allgemeinen skizziert. Die Schlagwörter: Institutionen, Regime, compliance.
Vor diesem Hintergrund wird der Wasserkonflikt im Nahen Osten genauer erläutert. Die aride Region leidet unter akutem Wassermangel auf der Angebotsseite und einem steigenden Bedarf auf der Seite der Nachfrage. Die hauptsächlichen Wasserquellen sind das Jordanbecken, die Golanhöhen und der See Genezareth,
die Aquifere im Westjordanland und Gaza und ein Wasserabkommen zwischen Israel und der Türkei. Grösster Wasserkonsument ist die Landwirtschaft. Die Verteilung der Ressourcen ist ausgesprochen ungleich. Die Infrastruktur und Organisation ist weitgehend in israelischen Händen. Mögliche Lösungsansätze sind das Peace Canal
Project, der Import von „virtuellem Wasser“ sowie die Meerwasserentsalzung. Letztgenanntes wird bereits praktiziert.
Den Palästinensern wird das Recht auf Wasser grundsätzlich anerkannt. Jedoch schlägt sich dies nicht in konkreten Massnahmen Israels nieder. Das grundlegende „Wassergesetz“ datiert aus dem Jahre 1959. Spezielle Regelungen für die Verbesserung der Situation in den besetzten Gebieten gibt es nicht. Auch der
internationalen Verpflichtung Israels im Rahmen der MDGs wird bis heute nicht Folge geleistet.
